Framework Agreement - (noun)
Definition
A framework agreement is an agreement between two parties that recognises that although there isn’t a final agreement on all the details, there is enough agreement to move forward with the relationship, procurement, or negotiations.

Example of Use: The trade unions negotiated a global framework agreement with the multinational. The agreement put in place agreements on trade union rights and health and safety standards, regardless of whether those standards exist in an individual company.
